No, you have not missed anything yet. There is a Makefile target for
producing a pot file and some have used it to start translating.

Even though that functionality is in place, we are still discussing how to
get this working correctly (which it doesn't yet).

So if you want to start translating: go ahead. But know the results won't be
useable immediately.
