It should already be telling you 'the real' reason. What does the error
message say exactly ('Access denied' or 'Permission denied')? Is the
working copy on an NFS drive or anything?

You say it is now in a state where you can repeatedly do 'svn up' or
'svn cleanup' and it will continually fail with the same error? If you
copy the working copy to a different area and do 'svn up' or 'svn
cleanup' on it does it fail the same way?

What happened in the repository to cause the working copy folder to be
deleted? Does a simple deletion of a folder in the repository cause it
or does it require more complicated operations to trigger it?

Does this only happen on one machine or more? What version are you
running and is it from the binaries on tigris.org?
