Yup, it's optional. Basically, if msgfmt is in the PATH and bindtextdomain()
is available (perhaps via libintl or not), then gettext support is
compiled-in. Note that we'll work just fine without gettext, but it'll be
really nice if Win32 gets taught how to speak multiple languages as well. ;-)
