There were some issues with 1.0.1 on Win32, specifically in relation to the
iconv support (the wrong files were installed). This is probably your issue
too, since I think TSVN 1.0.3 is built against the initial release of 1.0.1 (the
release dates suggest that).

Try installing this:

http://subversion.tigris.org/files/documents/15/12170/svn-1.0.1-setup-2.exe

on top of your existing installation and see if it fixes your problem.
