If we think this is going to be a genuine problem, I think it's not
allowed for 1.x either. Any user-visible bug raises the spectre of
"bug-compatibility" (where an external tool relies on the buggy
behavior). We have to use our judgement to decide how likely that
problem will arise in practice.
