Issue 1509: unable to share working copy

Hi,

As you may know, we are rolling out Subversion at the ASF.
As more projects are moving, and one project decided to
update their site, we hit this issue:

Basically, we have a working copy of each projects site.
These are owned by group <project> (think www.apache.org,
httpd.apache.org, apr.apache.org, etc). Several people in
that group have to be able to update the site. Given
that only the owner of the .svn/entries file can, this
is kind of a showstopper for us.

On irc I've been offered solutions we thought about
but rejected (for instance, chmod u+s svn).

Via the grapevine I'm hearing that trunk has a fix
but that it wasn't proposed for backport. In other
news Philip is working on a cleaner fix. Whatever
is true, I'd like to appeal to the community to
up the priority on this issue and try and get it
into 1.0.2.
