I actually produced a patch which set the group/owner modes when using svnadmin:

        http://subversion.tigris.org/issues/show_bug.cgi?id=1541

but it was not applied for many reasons (not just cross-platform issues).

which I largely have come to agree with. It would be nice to provide a canned
way to handle exactly this behavior, but it is not trivial to do in the
executables themselves...
