FWIW, you actually might need to include that clause just because we
re-distribute APR/APR-util as part of our 'official' Subversion releases.

As for mod_dav_svn, no, the ASF wouldn't consider that a derived work of
mod_dav. (Don't get me started on what the FSF thinks derived works are...)
