To my knowledge nobody has successfully gotten the perl bindings working
on Windows. If someone wants to get on #svn on irc.freenode.net, I'll
be happy to work with you to get them to build and work for you. But
it's probably going to require some fixes to be made.

Several people have said they wanted to do it. Nobody has followed
through. But I don't use Windows so I can't/won't do it on my own.
