swig Perl bindings for Windows

This is a newbie question I guess, but what exactly do I have to do to get the Perl bindings for svn on my WinXP box?
 
I don't have Dev Studio so I can't compile that way. Has anybody had success compiling svn using Cygwin (and how much tweaking was involved)?
Is compiling actually necessary, or can I just do something like "make swig-pl" in the appropriate source directory while?
 
Alternatively, is some kind soul able to make an executable, installation or patch available for download that contains the Perl swig bindings, in the same way that the Python bindings are available?
 
I'm trying to build svk.
