issue 1495: case sensitivity on windows

I spotted this in the bite-sized tasks list, and didn't see any more
info about what had been tried or what the plan of attack was. I would
really like to help fix this problem, as it's something that would
likely cause me headaches when deploying Subversion (and I'm very
excited about deploying Subversion).

After a cursory glance at the code, I wonder if the solution to this
problem could be as simple as fixing svn_path_canonicalize() to return
correctly-cased paths on Windows? Or is that a road that's been
traveled down before?
