This may be a completely naive question, but are you considering the new reiserfs4 for this new backend? I read a brief article on reiserfs4 and the feeling I got from it is that it might support some of what you'd need to implement a file-system based backend for svn. I know very little of svn details and reiserfs though, so I could be completely out of line ;-)
