svn update -r {MM/DD/YYY} on working copy with externals

Hi,

1)
I would like submit {bug?} about updatest on woking copy with
externals. I you pass -r option with rev. number it is pretty clean
why externals cannot be updated. But if you pass -r {date/time} svn
doesn't correctly pass date/time information to sub-update in external
directories. It updates externals to HEAD rev. That is bad.

2)
Other problem on windows is that you cannot change svnlook output
encoding. I preffer UTF-8 but console codepage is readen.
If svnlook is running as windows service without console window,
code page is not detected and output is (propably) octed.
There should be option --encoding.

3)
And one missing feature, why svn diff doesn't work in externals ?
svn st does.
