Not necessarily. We could have libsvn_subr-1.2.so.0.1.1, followed by
libsvn_subr-2.0.so.0.0.4.

(But, for reasons I've stated before, I really don't like that plan. We
should treat API compatibility as important enough that we don't break
it without raising the big red flag.)
