handling bindings changes for 1.0

Should we abandon the three +1's system for bindings changes on the
1.0 branch?

We already agree, it seems, that the bindings do not have to be of
"1.0 quality" to be in 1.0, and that we just want to ship the latest
of whatever we have. In that case, the standard review process shold
be fine. That is, anyone who could commit to bindings on trunk can do
so on the 1.0-stabilization branch too, with the understanding that
the 1.0 commits should (of course) match the API on that branch, and
that this is not the time to go adding new features to the bindings
for 1.0 :-).

Thoughts?

If people would like to move to this system, I can adjust the STATUS
file accordingly.
