The latter.

The main thing is, those bindings changes need to be reviewed before
they go in, just like anything else. What I'm resisting is any plan
that involves automatic approval just because one change is a
necessary consequence of another (for example, a bindings change is a
necessary consequence of an API change). The consequential change is
still a change, and therefore still needs review before going into 1.0.
