I think Jostein just mistyped. The release process creates
/branches/X.Y.Z first, lets it sit and soak for a week or so, then
only moves it to /tags/X.Y.Z after the tarball has been made from the
branch (i.e., after the "snapshot" truly cannot change anymore).

By the way, as for which changes go into a release and which don't,
I'm perfectly happy leaving it to the release manager's discretion. I
don't think we need to set up bureaucracy around it at this point.
Jostein can read people's arguments for or against, and make an
educated decision. It's generally not a tragedy if a deserving change
is forced to wait one more release cycle.
