IIRC, the plan was to phase out the use of the revision number over
some period of time. It was mostly agreed that if we provided a
static URL to the tag, that would suffice in almost all instances,
since, as you point out, the revision number is mostly useless.

The other problem is that no one could decide which rev number should
go in there. Should it the the rev number the branch was created
from? The rev number of the commit when the branch was moved to a
tag? etc. I think we just forgot to phase out the rev number, and
the addition of the tag URL just stuck.

(also, the rev number was usually "guessed at" in most cases, and
there were a couple of times I committed with one rev number in the
CHANGES file, then had to immediately change it and recommit because
someone else beat me to the number I had "guessed" :)

I'm +1 on losing that rev number, it was far more hassle than it was
worth :)
