mod_dav_svn produces funny looking xslt directory pages

When browsing a http:// hosted repository using SVNIndexXSLT, the
display of the current directory name appears to be broken. If the name
contains nonascii characters, it appears that it's their raw UTF-8
encoding that is displayed, using '%xx' for characters outside some
predefined range.

Filenames in the current directory are presented correctly, though.
