At long last, I have a revised patch which forces the creation of the top level
directory prior to dropping priveleges and creating the repository files. As
soon as I get upgraded to observer status, I'll add the patch to the issue.
Still no tests. :~(

I do wonder whether I need to update configure to probe for mkdir() and chown(),
too. If it counts for anything, Apache seems to assume that those will exist
without testing for it (although it does test whether mkdir() will create a
partial tree).
