svn book does not document svnadmin create --on-disk-template and --in-repos-template options

With 0.29.0 I noticed the two svnadmin create options have been
eliminated, --on-disk-template and --in-repos-template.
However the latest version of the svn book, released after 0.29.0 does
not reflect these changes. Nor does it document the new option,
--config-dir arg.

The compiled-in documentation states (svnadmin help create):
   --bdb-txn-nosync : disable fsync at transaction commit
[Berkeley DB]
   --config-dir arg : read user configuration files from
directory ARG

But this does not tell me anything about "user configuration files" or
the format of them, or there use and purpose.

Has anyone notified the svn book people about this, or is one of those
individuals on this mail list?
