svnadmin --on-disk-template and --in-repos-template options gone!

Hello.

We have installed 0.29.0 of subversion (we started with 0.17) and I
went to create a new repository as I have been doing since we first
installed and I got errors. The errors state that the two options of
svnadmin are not valid (--on-disk-template and --in-repos-template)

These were removed?

We support multiple projects, and retain news ones every so often. All
projects maintain the same basic subversion structure and hook scripts.
Without these two options, I now have to take what was a 30 second job
and complete it manually in about 15 to 20 minutes.

Why were these options removed?
And can they put back in?

I basically have one template repository set up which has all the hooks
and repository structure already created. I saw there was a new option
(--config-dir) and I did try that, but it did not yield any results nor
did it display any errors.
svnadmin create /data/svn/project-t14930-0A --config-dir
/data/templates/svn/project-base

Any help or answers?
