Ok, I have tried several combinations in httpd.conf, after reading from
another part of the thread that your <Location> directive has no
trailing slash.

If <Location> has a trailing slash but SVNPath does not, then I get the
behaviour you describe. All other combinations work fine.

I know that doesn't sound right (since you don't have that combination),
but you might try adding trailing slashes to both parts; this is what I
have and it works for me.
