CHANGES file, blessed versions and tree revisions

Maybe someone here could answer this.

Is the line in the CHANGES file that contains the version number and the
tree revision for that version number the blessed revision?

Or is the blessed revision the revision of the tree that ACTUALLY created
the /tags sub-branch.

For example: What is the tree revision for 0.29.0, 0.30.0, and 0.31.0 and
so on? How would I go about determining this from the subversion tree if I
wanted to. Or is it safe to use the CHANGES file to do so?
