"The VCC property was not found on the resource."

I think I found a bug.

We just recently moved our subversion server to a new (faster) machine. We
were just going to change the dns entry to point at the new machine, but
unfortunately in the process we had to change the apache port from 80 to 81.
So then we had to change the repository url and force our users to "switch"
to the new branch/server. When I tried to do the first switch I got the
following error.

C:\trunk>svn sw http://svnserver:81/svn/repos/trunk/
<http://svnserver:81/svn/repos/trunk/>
svn: Error string not specified yet
svn: The VCC property was not found on the resource.

As you can see I'm running windows and the server is windows too. I'm using
SVN 0.30.0 since the binaries for 0.31.1 are not out for windows yet.
Any help would be appreciated, it may just be user error. I think in the
very least I exposed a bug in the error messaging.
