Windows Installer: Thanks for feedback :-)

Hi,

I just want to say thanks you to all of you who have been writing to this
list and private to me and convinced me about that a Windows Installer
is necessary for Subversion.

I was really thinking about abandon it the installer but have changed my
mind.

I'm partially finished with this stuff:
* Apache handling:
  -Stop and start apache service during installation if a
   service are detected.
  -Alter httpd.conf if needed.
  -Put Berkeley DLL in to Apache's path if the svn module are
   installed.
* Misc bits and nits

I'm hoping to do this as soon as possible:
* Check for old versions of svn. Tell the user to (and give info
  about) dump/load existing repo(s) if installed svn version are
  < 0.27 and/or < 0.14.2 and/or 0.14.0 (as of 0.30).

As most of you, I have much to do, but will do everything I can to finish
this items before beta.
