For people who don't know the rules we're using:

    http://apr.apache.org/versioning.html

I thought I had this reference in svn_version.h, but it appears to be
missing. Hmm. In any case, the rules for updating numbers in svn_version.h
are tightly bound to the rules in the above-ref'd document.
