My concern about having a frozen trunk is that if someone wants to work on,
say, redoing libsvn_wc, they don't have a place to work on it. But, aha,

So, +1 to a trunk feature freeze as long as anyone wanting to do something
particularly dramatic does so on a branch.

IMHO, the more pressing need for 1.0 is the binary compatibility rules. They
go in force once we hit 1.0. Therefore, *no* commits can hit the trunk that
break compatibility. That was our big mistake with httpd-2.0. -- justin
