I'm sure someone's mentioned a vss2svn script on the dev list in the
past. I'm fairly sure they also mentioned vss2cvs.pl and said they were
thinking about hacking it to support Subversion.

I haven't seen vss2cvs.pl, so I can't comment on how well it would port
to Subversion, but if it's easy and it works, why not? :) Just submit
it to the /contrib directory so that other people can make use of it.

There is also VCP, which is a version control copying tool written in
perl. I've never tried it, but it apparently has a source driver for
VSS and Chia-liang Kao has written a destination driver for Subversion.
