RE: ".svn" directory name no good (in fact, it is worse than I thought)

I have a question about the actual implementation of the .svn dirs. Is
there one single constant use throughout the source so that this change
could be made by simply changing one line of code? Or is ".svn" littered
throughout the codebase? It just seems like the developers are baulking
at this issue because they know how much work changing it would entail.
I know that on my own personal projects I've made decisions about the
"seriousness" of a bug based on how long it would take to fix it. Who is
responsible for determining the seriousness of issues like this?
