Issue tracker broken?

Looks like there are some problems with the new version of the issue
tracker? This issue change email is rather disconcerting -- looks like
the issue tracker is changing random fields to random values.

And when I try to browse to the issue, I get this error message:

  Software error:
  Can't call method "prepare" on an undefined value at IzGlobals.pm line
413.

  For help, please send mail to the webmaster (webmaster@tigris.org),
giving this error message and the time and date of the error.
