It sounds like you want to write a whole content-management system,
built around a collection of subversion repositories.

That's a fine idea and I bet many people would find it useful.

But it's certainly not part of subversion itself; it's a whole new
meta-system build *around* subversion. Definitely an independent
project.

Dunno... start the project, write a design doc, see if others are
interested.

For the moment, most of the svn developers are busy focusing on
closing 1.0 bugs. That's why you've not seen a response from us (and
a few of us have been on vacation too.) As for the lurkers on the
list, who knows? Maybe someone is interested in helping.
