This looks like same win32 filesystem bug that keeps coming up over
and over. Nobody can reproduce it reliably (to show it to Microsoft)
and yet it keeps happening every now and then. Our best guess is that
APR file i/o is somehow stimulating an obscure race-condition bug in
the win32 filesystem.

I don't see an issue about it... maybe we should open one, just to
track the mystery?
