Issue 1475, 'svnadmin recover' to print a warning.

Hello,

I promised to made a patch for svnadmin recover to print a warning.
http://subversion.tigris.org/issues/show_bug.cgi?id=1475

However, I am still without a development machine due to really sour
warranty process with my vendor. At the moment the manufacturer has been
stepped in, and things will eventually clear out (hopefully), but I could
not give any kind of date for that.

So, I am dropping this task so far, if anybody has an interest about this
bit-sized task, please take it.
