Wow! I've never been able to find my way through those bread-crumbs
with such confidence. All that "do this, then do that, but first you
should already have done the other" stuff generally reduces me to
tears!

Haven't seen that, nor do I truly know what it means. But taking a
stab in the dark: any chance that the contents of your apr-util are
left over from some former build? IME, "make clean" in
/usr/src/subversion does successfully clean down there, too, so that
a subsequent "make" rebuilds everything.
