Invalid filesystem path syntax

I got a new kind of error today:

$ svn switch http://svn.collab.net/repos/svn/tags/0.29
svn: Invalid filesystem path syntax
svn: REPORT request failed on '/repos/svn/!svn/vcc/default'
svn:
svn_repos_dir_delta: invalid editor anchoring; at least one of the input
paths is not a directory and there was no source entry

$ svn info
Path:
Url: http://svn.collab.net/repos/svn/tags/0.28.2
Repository UUID: 65390229-12b7-0310-b90b-f21a5aa7ec8e

My SVN version is 0.25.0, running on Windows XP SP2.

I know I'm running a fairly old SVN; has something changed that affects
the client?
