I already tested both versions of neon -- they both pass 'make
davcheck', and David Waite claims the SSL stuff works by hand.

For the purposes of rolling a 0.29 release tarball, just stick
neon-0.24 in the tree. If somebody is building from a tarball, may as
well give them the latest and greatest neon.
