Higher level api for getting information about supported URL schemas

Right now the only function that gives me information about supported
URL schemas is "svn_ra_print_ra_libraries".
I am using this in RapidSVN to show information about the supported URL
schemas in the about box.
To get this information i am parsing the string and extracting the
information i need. Of course, it would be nicer to
have a enumerating function that would return the schemas, maybe we a
description attached.
