Neon 0.24 and SSL re-negotiation

While you are porting to neon 0.24, can you please also check for
me if neon 0.24 (and svn using it) can handle SSL re-negotiation after a
session has been established? This re-negotiation happens when mod_ssl
does client-verification in a per-directory/location context (instead of
in a per-virtualhost or global context).

This breaks Neon 0.23.9 (and hence the 'svn' client). I can see that
there have been several SSL related changes in 0.24.
