Not wacky. There is a reason for this - most of the time, it causes make to
function correctly.

(The exception is generated files stored in CVS - and I can't see any way to
make that work, unless subversion builds a list of all the files it will
update, and then updates them in the order of stored (individual or
revision) timestamp.)
