Uppercase command names ignored in CLI

Hi !

Here's what I got:

E:\java\gtournoi\src\conf\dev>SVN MKDIR META-INF
unknown command: MKDIR
Type `svn help' for usage.

This happens with 0.23.0 (r5962).

Should SVN accept uppercase command names ? Would it be a problem if it
did ?

BTW, this is not critical. I just stumbled upon that because my folder
name had to be uppercase.
