WinXP file renaming followup

Following up on my (and some others) reports of checkouts and updates
failing with "Access Denied" or "rename-failed" errors, I've finally
discovered the root of the problem, at least for me, was our company
mandated anti-virus software (Sophos).

The realtime virus scanning option occasionally breaks the MoveFileEx
Win32 API as it is used by APR and Subversion.

In my testing, the Indexing service did not appear to cause any
problems, FYI.

PS: I will be filing a bug report with Sophos, as permanently disabling
the realtime scanning on all our developers machines would not make my
network admin happy.
