Questions about commit notification (or e-mail)

Hi,
    I am a nebie in Subversion. I am so impressive in Subversion design and
try to install it.
I get some questions about commit notification. My scenario is simple. lets
asume that we have a team members (A, B, C, and D) working on the same
project. If anyone modify/add/remove and then "commit", anyone (A, B, C, and
D) should
receive a notification or e-mail to let them know what have been committed.

When I install the Subversion (0.21.0) and apache (2.0.45) on my window NT
4.0 machine. Everything work well. I can remotely check-in and checkout a
repository. However, I don't know how to set up the notification mechaism in
Subversion. As I check the doc, it mentions there need some "hooks" to get
it work. However, I can not find any "hooks"
on my installed Subversion directory. So where can I get those hook
script? and how can I configure it to support
"commit notification or e-mail"? and how can I set up commit editor?

The other question is "how can I set up SSL working on Subversion?", if I am
working on window system.
