Yah, we didn't turn it on for you either :-). The Debian svn package
must be installing vc-svn.el into the system's Emacs init files when
it installs. The Emacs support is not an official part of the
project, but we do have it in our tree and try to keep it up-to-date.

I've committed Jeffrey Ollie's fix for this particular problem (see
http://subversion.tigris.org/issues/show_bug.cgi?id=1257 for details),
but I don't know how long it will take for that fix to propagate to
Debian. Not installing vc-svn.el would be another solution.
