My 2 cents...:

- first of all, the issue is/was real. If a strong etag is served with the
HTML content, it must not change unless the etag changes as well.

- another fix would be not to send an etag for the dynamically generated
content at all -- if collections in Subversion can't have (GETtable) content
*other* than the dynamically generated listings, it doesn't really make
sense to speak about etags at all.
