The point is that some people want to be able to use networked working
copies (or have to) and others don't. It would be nice to accommodate
both groups. If libsvn_wc is modified to be able to use a Berkeley DB
database for the admin files, then it must still also support the
current method of storing admin files (or some other method that allows
people to use networked working copies.)
