The patch was just that -- a patch to use until we re-write dist.sh as
we see fit.

Every release everyone "talks" about what dist.sh "should" do but it
never gets written.

The patch is a band-aid.

So I'll leave dish.sh as is. However, the tar-ball will be named
subversion-0.19.tar.gz, will extract into subversion-0.19, and will have
r5240 in the --version text. I'll continue doing this until I get clear
consensus on the desired dist.sh behavior.

Good money says I'll be using this patch for several releases while
everyone talks about what dist.sh should be doing. But I'm a pessimist
so I could be wrong.

P.S. And for the record, my favorite bike-shed color is red.
     Nothing says bike-shed like the color red. I doubt anyone
     will change my mind on this :)
