Bug on Windows with ra_dav

This appears to be a memory consumption bug on the server side in ra_dav. I
have previously seen this problem with 'svn update' and 'svn checkout'. I
did not see this problem when running svn 0.16.1, Apache 2.0.43

I have a repository with 1315 files averaging 2K in size.
Attempting to checkout the repository over ra_dav results in Apache
consuming all available memory (~500 MB). ra_local appears to be fine, but
I am not set up to test ra_svn.
The system is Windows 2000, running Apache 2.0.44, svn 0.18.0, and whichever
version of BDB comes with the svn binary(4.0.14, I think).

Note that there did not appear to be any memory issues with the client; it
eventually times out and leaves the working copy in an unusable state
(resumable checkouts someday, eh?)
