Yet another bikeshed: strict dumpfile parser?

How strict should the dumpfile parser be? How configurable should this
strictness be?

This question was touched on in some earlier messages between me
and Greg Stein (if not before). I don't think we came to an agreement,
so I'm bringing it up again.
