I think it would be a good idea if you took a look at the issue 1003
branch. That issue is supposed to be fixed there, _and_ we have
svn_fs_rename for atomic renames.

I wonder if we can get that merged in for 0.18, so that we don't need
yet anoter schema change afterwards?
